2022 Jefferson Open Futsal RVA Rules

Venues
The Jefferson Open will use U-Turn Sports Performance Academy Gym, Randolph Macon and the Annex. To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities.

Referees
FutsalRVA is the only US Soccer sanctioned Futsal league in VA. We use only US Soccer Futsal certified officials to call our games, assuring the game is played the way it should. 

Age Divisions/Groups
Boys & Girls 2004/05-2014 (U9 - U19). Richmond Futsal reserves the right to drop or combine divisions or age groups.

Proof of Age

All participants must provide proof of age if asked by a tournament official (players and coaches are required to have their proof of age at all times).

Team Registration
Registration Deadline for the 2022 Futsal RVA Tournament is November 28th for all teams. Online registration only at 2022 Jefferson Open Futsal RVA website at http://futsal.strikerstournaments.com/  

Important Coach Information

There is no coaching license to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench. This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play.

Competition Format & Rules
Official Futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules. You may review the rules HERE

House Rules to the Laws of the Game
1. Goalkeeper can throw the ball into the opponent’s box***
2. Scoring from kick-off is allowed***
3. Goalkeeper can punt the ball***

4. The pass-back rule will be implemented in all age groups. Once the keeper touches the ball, they cannot play the ball again until ball is touched by an opponent.***
5.
There will be a `no heading` rule for U11 teams and under

6. No switching of benches between halves
7. Game length is (two) 24-minute halves for U9-U19

8. There is no slide tackling allowed
9. 3-minute half time
10. One time out per half

Sibling Teams/Doube Rostering
1. A sibling team is created from a team that has split into two or more Futsal teams.  If you have a sibling team in the tournament, you may borrow up to 4 players from the sibling team per game - if the two teams are in different divisions.

2. Players may also be double rostered on teams that are in different divisions, but cannot play down an age group.
3. Any special requests due to extenuating circumatances will be decided by the tournament committee.


Medical Release
To be eligible to play, each player must have completed Medical / Media Release forms and all players have been registered online.


Game Balls
U12 & Under – Size 3

U13 & Older – Size 4

Only Futsal balls are allowed. Do not bring outdoor balls into the facilities. They are not allowed for warm-up.

Equipment
The wearing of shin pads will be mandatory for all players. Indoor, flat soled soccer shoes also must be worn.


Substitution
Proper substitution procedure is mandatory. Field player must be completely off the pitch through the designated area only before substitute player can enter the pitch.
If the proper procedure is not followed, this is a cautionable offense. 

Time Outs / Home Team Colors
There will be one time out for each team per half.
Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first.

Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 7 to 0 loss for the forfeiting team and a 7 to 0 win for their opponent. 

Teams forfeiting a match will not receive a refund on their registration fee.
Forfeited games are recorded as a 7 - 0 loss.

Point System and Tiebreakers for Divisional Play
The determination within the group standings is as follows: 
3 points for a win
1 point for a tie
0 points for a loss
Forfeited games are recorded as a 7 - 0 loss

Tiebreakers 
1. Total Points
2. Head-To-Head
3. Goal Difference (max 7)
4. Goals For (max 5)

5. Goals Against (max 5)
6. Coin Toss

Playoff Games Ending in Ties

If at the end of match where a winner must be decided and the score is tied, the referees will go directly to penalty kicks to determine winner of the match. Three (3) PKs will be taken by each team and if the score is still tied at the end of that phase then sudden death PKs are taken.
If a team finishes the match with fewer players than the opposing team (due to injury or misconduct), the captain/coach of the team with the greater number of players must select and identify for the referee those players who will not participate in kicks from the mark. In other words, the team must “reduce to equate” so that the kicks from the penalty mark procedure begins with teams having an equal number of players.  
Once kicks from the penalty mark have begun, there is no further application of the “reduce to equate” principle. 

Ejections - Red Cards
If a player is ejected from a match, the player’s pass together with a referee’s report of the incident shall be turned over to the Richmond Futsal administrator by the referee. 

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match. 

The maximum penalty, after review by the Richmond Competition Committee, may result in the individual players or teams’ expulsion from the competition. 

Coach Ejections
If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Richmond administrator by the referee. 

The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match. 

The maximum penalty, after review by Richmond Competition Committee, may result in the individual coach or team’s expulsion from the League.

Games cancelled by FutsalRVA 
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. If we do decide to cancel games, refunds will not be provided.

IF THIS IS YOUR FIRST TIME AS A MANAGER IN THE SYSTEM- When you first log into HTGSports, your user ID and your password is the full email address of the manager.

IF YOU ARE A RETURNING MANAGER and registered for this event with the same email as the previous event, your log in and password is the same as the previous event.

After the deadline, there are no refunds.

Team Withdrawal:
All Entry Fees must be postmarked by November 29th, 2022 to guarantee consideration. All late applications will be put on a wait list for review. Upon acceptance, the fee is non-refundable. If your team is accepted and later withdraws, the entry fee is non-refundable and sanctions will be placed against your team/club for future participation in Richmond Striker events.

This year the maximum roster size is 12.

IMPORTANT NOTE – The tournament team fees indicated do not include player registration fees.  Each player must pay registration fees directly to US Youth Futsal.  The fee is $13.50 per player and is in addition to the league fees paid by the team.  Outdoor registrations from other associations such as US Club, USYSA state organization, AYSO, etc. are not valid for USYF events.

When you input player information into the system the player / parent / guardian (P/P/G) will be sent a waiver email that includes releases and instructions for payment of the player registration fee.  Credit /Debit card, is the only acceptable form of payment for the player registration fee.  It is critical that you input your players and add them to the roster as soon as possible.  The P/P/G must authorize releases and submit payment of player registration fee to be eligible to play.  Delaying input of your players could cause time delays and may prevent players from being eligible to play

Players already registered with USYF will not receive the e-mail and are eligible to play in the event.

Player Registration fee payment must be completed on line.  Payment cannot be accepted in any other manner, but on line.  Player payments cannot be paid for in bulk.  Each player has to be paid for individually by responding to the waiver email.  If a club or teams desires to pay for the player registration fee, it has to be done by the manager, individually, one player at a time.
